Kay C. James is a conservative leader and former President of the Heritage Foundation. She has held key roles in government, including Director of the Office of Personnel Management under President George W. Bush. Known for her work on healthcare, welfare reform, and education, James is also an advocate for limited government, free markets, and traditional family values.
